I don't think they're locked. The ones at the top are "stickied" - stuck to the top of the thread list. Those need fixing.
It wouldn't really be within the scope of the cleanup month, though, IMHO.
(If you're looking for something to do, how about your Easter Vigil project?)

Well, 40 cataloging so far this month. After only 7 days. Wow. If we keep up this pace, that'll be 177 for the month!
Since we have now dropped from 171 to 123 sections open in the cleanup list (great work, everyone!), I added this project to the list.

While browsing the forum last night, I came across a project with one open section/orphan - all that is needed to complete the project.

Strange. The MW shows 7 open sections, but says it has 134-111 (= 23) unassigned. Maybe becuz no one is assigned to the Edited sections? - but only 9 of those....
I'll fix post here.
