I would expect it to at least use a limiter to avoid clipping when applying the loudness normalization effect, but I do not know how it is implemented. The purpose of loudness normalization is to target an average loudness instead of just peak levels, so if the effect was only capable of normalizing the peak levels it would not be very useful.
