am I allowed to read a book that is obviously in the public domain on gutenberg.com, but read after translating into english with the feature on google web browser?

No, because the translation is not "traditionally published". (And, are the translations provided by Google Public Domain, or do they hold any sort of rights over them? But that's a moot point, with the publication requirement not met.)
