I need a mp3-editor free program that can change sample rates, stereo to mono, and db level. Any suggestions will be appreciated.

Audacity is the go to choice for a free DAW, folks with Mac's also use Garage Band, which they come with.

GarageBand is no good for us. It doesn't allow the person recording to do 128kbps bit rate at the same time as mono. (Or else it doesn't allow mono, period; whatever it is, it doesn't do our tech specs right.)
