When different segments of a recording have different average volumes, what’s the best way to edit and equalize them in Audacity? Just amplify each segment by eye?

By eye, or you can use the ReplayGain plugin.
Instructions for installing and using it are on this page: https://wiki.librivox.org/index.php?title=Measuring_Volume_within_Audacity
