NCH Wavepad is an excellent recording app which should work with most tablets.
Another option could be the Rode Record app.
However, I would suggest that you get a standalone microphone as the quality of most internal mics on tablets and laptops leaves a lot to be desired.
The Samson GoMic is an inexpensive portable microphone which works well with low power devices like tablets and cell phones:

Twisted Wave will allow you to record and edit through your web browser, so you don't even need an app. Disclaimer: I've not actually tried it, just heard the hype.

I've just had a look at it. It looks like there's no noise reduction feature, which is a bummer, since almost all of us have some room noise. But it will do pretty much everything else you need for basic editing. The one big downside is that with the free account, you can only record up to 5 minutes on one file. The Basic subscription will give you 20 minutes, and the Advanced gives you up to an hour. Sometimes one chapter for a book will be 30 or 45 minutes long or more, so Advanced would probably be needed for many projects here. That subscription costs $10/month or $100/year.
