Civil War document needed

Hi everyone, I'm working on a project that I'm tentatively calling "Causes Of The American Civil War: Secessionist Statements of Confederate States." With previous help from librivoxers I have been able to find four public domain documents (Texas, Mississippi, South Carolina, Virginia). I've just discovered that Georgia also published a secession document. I found it at

which is really great but that site doesn't indicate that it is public domain.

I've not been able to find the original document; my internet search skills are not very good. I wonder if anyone out there could find it for me (or some other pd version)? I do have this reference:
Official Records, Ser IV, vol 1, pp. 81-85. January 29, 1861.
