Arabic books would need to follow the same process as recording in any other language. Specifically, the most important requirement is that the source you are reading from must clearly be in the public domain. In the US, that means works that were published in 1922 or earlier. (There are some exceptions to that rule, but it's complicated. For books that were published later than that, we pretty much only do it if Project Gutenberg says it's ok, because we trust them to do their research.)

If the book was translated into Arabic, then both the original as well as the translation need to be in the public domain. For instance, say there was a book that was written in English and published in 1905. Then that book was translated into Arabic in 1998. The original is public domain, but we would be unable to use that specific translation. If you're not in the US, then you'll also need to follow the copyright laws of your own country, as well as US laws, since LV is hosted in the US.

Here is a bit more information, if it helps: https://wiki.librivox.org/index.php?title=Recording_%26_Text_Policies
