We're constrained by what Archive provides. They require us to submit 128kbps MP3s, and they derive other formats (OGG Vorbis among them) from that. Any changes to this process would have to be done by Archive. Our hands are tied...by Archive.
Discussing file size savings and download time is great, but if Archive doesn't make any changes, neither can we.

Basically everything should be in a .mp3 file format, and usually most books/projects take 128 kbps.
