What does this [*] mean in the beginning of a gutenberg chapter?

At the beginning of Chapter XX in http://www.gutenberg.org/files/3816/3816-h/3816-h.htm#link2HCH0020 there is a little [*] next to the chapter name and below is another [*] and paragraph explaining the factual basis of the chapter. Does this count as a footnote? How do I introduce it when reading it?

Any help would be much appreciated!

Yes, it's a note or footnote. Ask your BC how he/she wants you to deal with it. (In other words, ask in the project thread.) Different BCs could have different ideas of how they want it read. :)
