Is a reader (an actor) allowed to advertise his professional website at the beginning and end of the recording?

Is there a policy for this?

thank you for your help.

It says clearly in the instructions for the intro/outro of a project:
If you wish, say: "Recording by [your name], [city, your blog, podcast, web address]"
So yes, if it's her own webaddress, the reader may mention it. (although I personally would think that in the beginning AND the end is a bit overkill.)
Cheers,
Ava.
