My laptop has died, so I had to resurrect the old tower with Win 10. The strange problem is the sound card, a Creative SB X-Fi.
When the computer finally boots up, there is a radio station coming in quite well. I figured out to open the Playback Devices window, disable the sound, enable again and the radio is gone.

I've heard this happen with an analog mic, when a wire in the unshielded cable acted as an antenna and added a bit of AM broadcast to the recording. Any unshielded circuit in a computer can act as an antenna, we just don't hear those because supposedly the sound card's source is well isolated. Perhaps yours wasn't so well isolated (and could be programmatically controlled as well)...
