I was following some basic tutorials here and I don't know where to find that tool that is mentioned there.
What can I do instead?

You will find the Leveller effect in newer versions of Audacity under Effects - Distortion. Probably not what I would recommend using, but others may still use it.

I want to make my recoding more constant. If it were me, I would use dynamic compression for that. You have more control over the settings that way. Without looking at your recording it's hard to make specific recommendations for settings.

Dynamic Compression does that in a mild sort of way http://www.youtube.com/watch?v=-fKYYj6HMZU
Sometime it is best to just look at my track and see that some parts are much too low and amplify just them.
