Hi Bob. Welcome to LibriVox. Your test has all the correct technical settings, however there is a lot of background noise. Here's what I would recommend.

First consider removing the 60Hz mains hum with a single band parametric.

Then I would recommend you apply a two passes of noise reduction to tone down the background hiss. I used the end silence to get a noise profile each time then applied noise reduction with settings of 12, 6.00, 6. More about this here:

Finally on watch out for plosives on consonants which occur when your breath hits the microphone as you speak. Try moving your microphone a little to one side or just below or above your mouth when speaking to eliminate these from your recordings.
