Yes, it does need to be uploaded elsewhere.
Then you need to post the link in the Listeners Wanted forum. Otherwise no one will know you've uploaded it or be able to access it.

I'm working on section 11 which includes two sections of the magazine. Should I slate the entire recording with.....

There are several ways to handle these, and I didn't specify.
Here is what I would recommend

Read the usual intro "Limericks and Classified Ads" for the section title, then when you begin, say, "Limericks" and then when those are read, say, "Classified Ads" then for the outro, just "End of Section 11"

Let me know if that doesn't make sense.
