I can't tell. The audio quality definitely drops. Have a listen from 17:50 and tell me what you think.

It does...
The whole file is too quiet with 86.5, and the introduction is barely audible, but there are interesting spikes throughout.
I'll ask my admin colleagues to see if they have an idea to salvage this.
Also, in this file, the beginning silence is 2.5 seconds, and the ending silence is 10 seconds, both is too long.
Please make a note of this in the future.

I have asked another admin, she said yes, the French is not intelligable but that's partly because of the bad quality. The reader probably recorded it extra and spliced it in, not much to be done about that. Sorry I missed this. Spot check at 20:51 is PL OK. Yes, the volume was inside the specs, but the reader was very soft at places (in particular in the intro), so I thought I'd bump it up a little. Pity she's not around any longer, she had a nice voice.
