Each state in the U.S. has it own state government separate from the federal government. The ratification of constitutional amendments by the states happens at the level of each state's legislature. To be honest, I'm not sure whether at the state level it is a simple majority or 2/3 majority. It might vary from state to state.

Politics is difficult. Makes my head spin...

This was complicated, I understood half of it...
So you need to have a positive vote both in the House and in the Senate, right?
Then, why did it not go through in 1918 already?

And what does "yeas including pairs" mean?

Your system is so complicated...

Chapter 33 sounds great! Just a few minor notes:

- At 2:05, "1917, Unanimously," you say "1970."
- At 3:49, "yeas 16, nays 34 (50 voting)," you repeat "50 voting."

And could you rename the file as womansuffrage_39_catt_128kb? I'm guessing you named it before the sections got reworked.

I was wondering about "yeas including pairs" myself!
