Section 12 PL NOTE

Hi, Jim - that single error was MINE! I was proofing from the 1793 text which has "forty years of peace".
I think I proofed from that edition because it was clearer.
In any case, I found your "thirty years of peace" on the official text's page 49.

My bad.
