Hi, I'll take Sections 2 and 3.

I suppose that was a literary obituary and that there will be more of those to come in this volume. Even if we disagree with Mencken (about the mighty Jane Austen, in my case) we can always relish the vigor and honesty of his opinions.

In Mencken's particular case, some of his biases reflect his times and they were shared by many in positions of power or authority. His views are a reflection of his time. In some ways, we as people have grown beyond some of his biases, some continue to plague the human condition. His works can be a measuring stick to measure social progress.
It is interesting to note, as well that he absorbed some of the sectional prejudice of the US. He did not like the southern US at all. (Now, I'm not a native southerner, but I have spent most of my life in the south, and my family for generations prior to my being born were nearly all native southerners.) He did fall madly in love with and marry a woman from Alabama...but that was the only thing about the south he actually loved. It is also interesting that many times, prejudice stems from ignorance of the thing against which the prejudice is directed. But in Mencken's case, he was not an ignorant man-so why the prejudice.
While I do miss reading all those tables I do think it is important that these unsavory ideas be dusted off and examined in the light of day. Left to the dark corners, they go underground and cause even greater damage.

I have read only "Ann Veronica" (one of the early novels that Mencken approves of) and I remember enjoying it.
