Volume is low (80.4dB). Spikes in the waveform are preventing amplification. If you are using Audacity, use Effect/Compressor to lower the spikes and then amplify. You will need to repeat the procedure 2 or 3 times to raise the volume to ~89dB. A link to a video showing how to use compressor is below.

Also, the silence at the end should be 5s.
