Personally I can't think of anything more boring than city council proceedings. There is a whole collection of them from the city of Ann Arbor, MI on Hathitrust covering a span of a hundred years, from 1891 to 1991.

Yes, I'd say that they probably fit the bill. I'd probably stick with ones 1925 or older, just to be absolutely certain they're not copyrighted.
