Looks like this collection lost a little steam but is practically at the finish line.
I feel moved to record a few days of the Table of Contents and Codification Guide of the Federal Register. I think they're more or less 10 min. per.
As someone who looks for soothing voiced podcasts to fall asleep to every night, I LOVE the insomnia collection idea. Government documents (by definition public domain) seem like a neverending source of material. I used to work as a law librarian, and my mind is running through the materials I used frequently but which are, however, per se boring. My god, the parade of obscure, snoozeworthy legal decisions, etc. Selections from the annual U.S. Government Manual of years past. The Code of Federal Regulations section on the workings of the Postal Regulatory Commission.
Just writing this message is making me sleepy. I better go to bed.

I think that looks fine. Would you please post a link to the text, so I can check it out? Being federal documents it's probably PD, but it's nice to double check it.
Your file name should be all lower case and no spaces, so something like this: ins005_federalregister_usa_128kb.mp3 (I don't think we need the specific volume numbers, etc. in the file name.)

I'm going to do some sort of excerpt from this 1917 Spanish grammar next. I have a couple of other things to do first.

The book is in English and there are a few translation exercises in Spanish. Haven't decided what the most boring sections are. I love grammar, but most people find it a real snooze, so I should have plenty to choose from.
