If you can keep it under 70 minutes, it will be fine. 60 is better. It just needs to fit on a CD.

I emailed the guy who runs the File 770 SF fandom website; he's an older fan based in LA and often knows (or knows of) fairly obscure people if they were active in the fan community, and may also be able to make some suggestions of places to look for info that I haven't tried yet. Sometimes these one-time published authors were mainly fans but had one book or one short story in them and then never published professionally again, and the fan-history-knowledgeable people will recognize the name.

I've also checked Find A Grave, which is another helpful source sometimes, and searching specifically for an obituary, but the name is too common to find anything definitive.

I use that strategy, too, if they aren't in wikipedia. And ISFDB is a first go to. If nothing definitive crops up, I'll add him in the catalog as the author of that story.

I think I've hit a dead end. I was able to find taht he appears to be the same author as a "C. Herb Williams" who published a couple of stories in SF mags in the 1980s (one of them makes a reference to his publication in If -- the story recorded here) and he or possibly another author with the same name wrote a handful of other non-SF articles and books. But I was still unable to track down definite birth or death dates even with the additional info.
