Sure.
There are usually several ways to approach various tables, and other tabulated data, but here is how I would read this one:

CRIME UNDER PROHIBITION IN THIRTY AMERICAN CITIES

Philadelphia: Population 1920, 1,823,779.
Arrests All Causes 1920 73,015 1921 83,136
Drunkeness and Disorderly Conduct 1920 20,433 1921 27,115

Then repeat this same format for each city.
It is a lot of extra reading to read the headings for each entry, but it is about the only way a listener would be able to follow the statistics at all. The summary at the bottom and the other two little tables can just be read straight across with the heading before the entry, like: Violation of Prohibition Laws 1920 9,375 1921 18,976 Increase 102.0%
