1. When Audacity is exporting it, the status window says something like, "Exporting MP3 at 128kbps" - that's my first line of defense when making a file
2. The Checker program will tell you.
3. In Windows, when you have the file in your window, right click and select Properties. Then go to Details. In there it'll have the bit rate. It doesn't say if it's constant or variable, but if it's 128 kbps exactly (not 129 or 127), then it's probably right.

I tried to upload the corrected file last night and it seems that there is a new way to do it? I couldn't access the MW.
I have the status as "validation" which means you cannot access the MW. But if you uploaded it with the same file name, you don't really have to get into it anyway to change anything.
