What a photo! Unfortunately, the Smithsonian page it came from links to a Permissions Request page, which looks very much like it is not public domain. Apparently not everything they have is PD despite being a government organization (I think whoever uploaded that photo to Wikimedia Commons and called it PD was in error). I've looked around a little and I'm having trouble verifying that any of the photos of the Hindenburg burning are really PD in the US (as opposed to in other countries). Anyone uploading to Wikimedia Commons can say anything they like about copyright, so you sometimes have to look at the source.
Let's see what the other admins say -- I'm hoping I'm wrong.

In their FAQ they ask that you credit the National Archives and Records Administration as the image source (if you decide to use this one) but they do say their images are PD unless they specify otherwise.
Or you can wait and see what the other admins say about the other one. No hurry, I'm off to bed and will be away from the computer for most of tomorrow.

Wow, what an education this has been. I genuinely thought that this were PD, but now I see that that's may not be the case. Here is another option I I was thinking of. I found this USAF video of the crash on the same page you found the PD picture: https://catalog.archives.gov/id/64668 Could I take a screen shot of one frame and use that? As far as I can tell, those are fine to use too! That video is chilling.
I haven't gotten any other admin opinions about the copyright status of the image on Wikimedia Commons, though someone did find a link to the image on your original cover (no copyright info on it). No opinions means that either 1) they're all in Aruba at the annual Librivox Admin Retreat and didn't tell me, 2) everybody is marching for science, or 3) nobody else can tell if the image is PD either.
Thanks for being flexible on this! The chances of anybody complaining about one of the other images (or asking us to take the cover down) are probably remote, but I'm happier using one of the definitely PD ones.
