
There is an add-in for Audacity (https://forum.audacityteam.org/viewtopic.php?f=42&t=63067) that calculates the gain for the recording and tells you how much you would need to amplify it to get to 89db. It is not exactly the same as the checker app but it is close enough. The one thing you do not want to do is use it to actually adjust your audio level because it will clip if necessary to hit the target. I run it, see what's needed, then use the amplify effect to make the needed adjustments. I have enough dynamic range in my recordings that I usually need to either run compressor or otherwise reduce the amplitude of several loud spikes before I can amplify the whole file without clipping.
