Tortilla,

I was looking at section 28 - Fifth Annual Message. The Fifth Annual Message is 10,000 words, and the Special Messages (which look like they are also part of this section) is another 4,700 words.

I'm happy to take the 5th annual message, but the current section 28 looks like it should be split into 3 . . . :?
