I have listened to section 2, run Checker on it and marked it PL OK in MW.
Nicely read It is not an easy read as the sentences are often long and convoluted.
I don't know if you want comments on pronunciation of French proper names, but I think Quai d'Orsay should be pronounced with a K-sound rather than Q. Obviously not worth changing here but perhaps something to keep in mind.

Section 3 is PL OK but I cannot access the MW to change the status. This is odd because I could access it last week.

Yes, that is odd. Nothing has changed on our end. You're still in as DPL, so you should have access. I know it sounds simplistic, but have you tried logging out of the workflow and logging back in?
