I was a bit curious about that also, but wrote it off as just being a 19th century phrase used under the circumstances.
FWIW, Merriam-Webster offers the following definitions:
1 - "the promise of a prisoner of war to fulfill stated conditions in consideration of his release"
2 - "a conditional release of a prisoner serving an indeterminate or unexpired sentence"
