There is some background noise. Using the Effect/Noise Reduction function (in Audacity) and the very first second of the file to get a "noise profile" I was able to significantly reduce the background noise.

McClellan is a very interesting character. Beloved by his troops but roundly criticized by his contemporaries (and future historians), he's been blamed for many of the Union failures in the east in the war's early years. But McClellan was such a narcissist that he could never admit an error on his part, and instead blames everyone around him for his setbacks. I thought his autobiography (published posthumously) would make an interesting project for that reason.
