Charles G. Harper (1863-1943) was a British author who mainly wrote history and travel books. We have a couple of his works in the Librivox catalog so far, but not this one:

Covers areas notorious for smuggling, reasons for smuggling, ways the government tried to prevent and fight back against it, and famous smugglers. Looks like a fun one!

(There are 20 books by Harper in the Gutenberg catalog at this point but only Revolted Women (great title!) and Summer Day’s in Shakespeare Land recorded thus far.)
