Home Rule - or a project with a potential listenership of a thousand people in France
Every year in France, over a thousand English-as-a-Foreign language teachers try for the competitive exam of the Agregation. Over the next two years, one of the topics is “Home Rule”. And the focus is not just on Ireland, but on Scottland, Wales, and the influence of this ideology throughout the empire between 1870 and 1914.
To the best of my research, I found only 4 books and 1 speech addressing this issue, and one book is under way.

Some of these aren't PD in Europe. I'll research a bit and edit your post to note those that are not.
Personally, I think I lean towards item #7, as it seems to be a publication of articles for and against, rather than propaganda for one side or the other. And it's PD in Europe. #13 sounds like it might be a balanced view of Scotland.

Someone comes along and reads what has been posted, then decides whether or not to coordinate the project. It's all volunteer; we don't assign projects to coordinators (or readers).
