There aren't that many biographies in the librivox corpus.

Here is a nice one about Cecil Rhodes, which, according to the description in the archive.org page, is not copyrighted.

Here is another one on Robespierre published in 1901 by Hilaire Belloc

I have also wondered why the H.G. Wells' Outline of History has not been recorded. It should be very nice to hear, even if some parts of it would be obsolete. Anyway, just some suggestions.

re Outlines of History We could record the first edition which was published in 1919 if there was one available but he continually revised it and new editions (with new copyrights) were published by him until 1937, then others revised it until 1971 so finding a PD version would be extremely difficult.

Well done in finding a PD version of "The Outline of History"!
So, this is PD in the US, obviously.
However, since one of the editors lived until 1960, this book is not PD anywhere else but can only be read by people in the US.
