I think you mean pre-1923 - things need to have been published in 1922 or earlier.
Personally I hope there aren't etexts for them all at present - I feel sorry for all the people who join in the future and can't find anything to read by the authors they have heard of

I'll take responsibility for the Kipling, but I'd like to throw out a couple of other suggestions after quickly searching the catalogue. It looks like Robert Louis Stevenson's Catriona (http://www.gutenberg.org/ebooks/589), the complete Don Juan by Byron (http://www.gutenberg.org/ebooks/21700) and some of Walter Scott's works (http://www.gutenberg.org/ebooks/author/59) haven't been recorded. I'm not going to compile full lists of these authors' works now, so I'm putting it out there in case anyone else is keen to take up the challenge.
