Great - for some reason , probably where I live , they won't let me access the scans so I wanted to be sure the translation was PD in the USA at least.

There are bad pages that are unreadable in the Hathi copy. Page 339 is the one I ran into sampling pages.

Yep, that page is pretty bad. This seems to be the only scan on the internet. The worldcat lists a few 1880's editions, tucked away in libraries all over. I'm only 26 miles from one of them! It makes me wonder two things, just theoretically:

If I were claiming this book (I'm still not) could I note the scan defects, and spend a morning at the University library I'm near, make corrections, then record? Similarly, I once reconstructed several paragraphs from a bad scan, and it's surprisingly easy. You note typography details, letters in a word, letters that do show, narrative context, and in no time you have reconstructed the paragraph. Supposing that scan errors were less than 1% of the whole, or whatever threshold, wouldn't the inferred text be recordable?

I don't know about LV rules, but PG's rules would allow reconstructing the page. If you use another edition for the reconstruction you would need to grab TP&V scans (A phone photo as long as they are readable) from the edition used for the reconstruction. TP&V scans from all editions used would have to be filed in the clearance. Ideal would be if the edition used the same plates so the page scan could just be substituted. PGDP does not allow reconstruction from a different edition.

If it's the same edition, just different printings, PG doesn't require duplicate TP&V scans.

Once there is a PG copy, I know LV allows using that one.
