Wikipedia says this was published in 1917, but it's not on Project Gutenberg. I'm not sure where to find more information or a good copy of the text. Is it PD or not?

If one can find the 1917 copy, then yes, it's PD. (Anything published in 1922 or earlier is PD.)
I searched on Google Books and Archive.org, and neither of them have the book. Google Books has a "snippet view" but not the whole thing.
