An English translation of "Jerusalem or on Religious Power and Judaism" by Moses Mendelssohn (1783) has been suggested for LibriVox to record.
It is a profound philosophical text that derives universalism from transcendent reason and history (while questioning linear progress), pleads for interfaith tolerance as a human right, and anticipates JS Mill's argument about the necessity for free thought to temper social control.
An English translation published prior to 1925 would need to be identified.

HathiTrust has "Jerusalem, a treatise on religious power and Judaism by Moses Mendelssohn; translated from the German by Isaac Leeser" (1852) here: https://catalog.hathitrust.org/Record/100644194

There is a related, more extensive text, "Jerusalem; a treatise on ecclesiastical authority and Judaism. Translated from the German by M. Samuels" (1838)", here: https://catalog.hathitrust.org/Record/007374896
