Sometimes Hathi limits non-US access, even if the book is PD in those countries. They're not always discriminating when it comes to things like that. This one is full view for me. Maybe an international reader can tell us if they're able to view it.

Not necessarily. I have some pre-1925 print books at home that probably don't exist online anywhere. If I wanted to read one as a solo for LV, I would just have to scan and upload the copyright page to prove that the book is now PD, and I could read right off the page.
