Hamilton is blowing some smoke in #82, as he has in other papers - he is opining what the convention may have intended, in order to throw off his tracks anyone who suspected him of being "Publius." He of course was a convention delegate and so knew what was intended, and the arguments made...

I get the sense that Hamilton is enjoying writing these latter Papers, as they concern his career at law. In 81, he disposes of more bad information from the detractors. (Those seem to exist in every age!)
