"32-bit float" is the internal word size used by Audacity when you're recording or editing. That's the default setting (for good reasons) and it's the one you should use. If it's a Linux setup then it's normal in many cases. You have to access the sound settings directly from the desktop (or however the system is configured). Look for a speaker icon somewhere on the desktop. But there's a great variety among Linux setups...

Yes, it's relative to 0 dB SPL, not the noise floor. All the gory details are here.

I know LUFS are all the fashion but FWIW I think that ReplayGain is still a good standard and it works well for Librivox.

That may be a limitation of the program; it's hard to tell without looking at the code. I guess it's using the usual lookup/match functions which only return the first matching value in a list.
