The Audacity problem could possibly be solved by using a more professional up to date DAW (Editor), such as Reaper or similar. Working purely from old memories:
Have you tried Right Click on the Audio track, select Channels/Left Channel Only (instead of both default), render audio.

Assuming you are using Audacity, have you tried pulling down the track's gain slider down by 10 or 12dB, or whatever gets it sounding about the same level as the lower-volumed track, and bounce it to a new track? JF, I do not use WavePad for recording, but have used WavePad before. I have the App on my iPhone and iPad. It has many options to Normalize, from preset -3/-6dB, Peak, or Average Loudness (RMS). Have you tried all of these options, to see if you can find one that gets you in the L-vox range? Readin...
