Yes normally they do. However there are lots of examples where that isn't the case, like this where there was a preface and an introduction before the first numbered chapter. It also happens when there are long chapters that are split into separate sections. :)

Cute! It was beautiful this morning, but this afternoon brought black clouds and a thunderstorm. :( Tomorow isn't looking promising either...
