Volume is better at 79.8dB, but still well below the minimum of 86 and the target of 89. Turn your input gain up more and/or use Effects>Amplify. Looks like there still isn't an audio editor that will run on a Chromebook and that online web-based editors are the only option. The only ones I've come across that can output audio for LibriVox is AudioMass and TwistedWave (which is a subscription).
