Hello, I am considering a book with some passages in German followed immediately by an English translation. May I omit the German passages if I indicate the translations are translated from the German?

I see that Lusitania's Last Voyage contains sections which are in German, followed by English translations. Must the narrator read the German language sections?

Does the statement, "end of section ##" come at the beginning of the 5 seconds of room noise or at the end of it? I'm supposing it's before the "silence" but want to be consistent.
