That's correct. If the author died 70 years ago or fewer, someone in Europe would be breaking European copyright laws if they downloaded their works to listen to, or if they recorded their works. Nope, no idea what happened. Sysadmin sent two emails, and never got a response from IA. Whether IA did something or not, we don't know.
