When different segments of a recording have different average volumes, what’s the best way to edit and equalize them in Audacity? Just amplify each segment by eye?

Basic editing question. The audacity video implies that placing the cursor at the point you want to re-record is all that is necessary to open a new track. When I place the cursor where I want and hit record, it automatically jumps to the end of the original recording and starts from there. What am ...
